Juba resistance movement (JRM)
strongly opposes any foreign
military intervention in Somalia as we are experienced
previous interventions those were failed and left bad impact
in our country. if the international community facilitate
and support blindly the urgent help made by the president of
weak government of Somalia, TFG at regional summit held on
Monday in Addis Ababa for quash militancy in African
countries after the weak government realized that they are
about to fall in the hands of al-Qaeda and extremist groups,
the consequences will be given big opportunity to Somali
extremist and foreign fighters. Hence we urges and plead to
all the International Community including IGAD, AU, UN, USA
EU, OIC, ARAB LEAGUE etc to look into the case and review
the outcome of previous interventions.
UNISOM
UNISOM
reached the Somali soil at the right time in the name of
‘Operation restore hope’ whereby death toll of civilians
were uncountable due to starvation which caused by the civil
strife erupted in the country early in 1991. Not only UNISOM
saved the needy people but they exposed their plights to the
international community through media. The
group assigned to encourage peace talks and observe the
distribution of food aid. UNOSOM had no military capacity.
Certain factions, particularly the Aidid-led USC (SNA)
group, alleged that the UN was supplying their enemies with
arms, and interrupted or seized relief supplies.
During their
stay in Somalia they exerted a lot of efforts to bring all
rebel functions on dialogue table that ended failure.
Furthermore, the
situation in Somalia had become increasingly tense by June
1993. Tensions between UNISOM and Mohammad Fara Aidid’s
increased over issues of disarmament and UN accusations that
Aidid was hindering peace talks. On 5 June a conflict
between UNISOM and Aidid's forces resulted in the deaths of
23 Pakistani peacekeepers. A warrant was later issued for
Aidid's arrest. Attempts to capture Aidid over the next
several months led to hundreds of Somali's being killed or
wounded. On 3 October, U.S. Rangers entered an area of
Mogadishu under Aidid's control. In the ensuing battle, 18
American combatants were killed and dozens injured. The
incident also resulted in hundreds of Somali casualties.
Negative public opinion issuing from the clash led to plans
being laid for an accelerated U.S. withdrawal.
ABDULLAHI
YUSUF’S ADMININSTRATON
Though we
considered, the former president, Abdullahi Yusuf, a failed
state, military and politically, but we do also believe that
he and his team had exerted their meager effort to restore
peace and security in the country with the wrong plan.
Instead his government focused to implement reconciliation
process through grass root and establish smooth
administration and law and order in the regions whereby most
Somali community waiting and willing to give hand the new
government in order to heal the prolonged Somali civil war.
They blindly brought our enemy, Ethiopia, to Somali soil
without considering the consequences. Somali nation opposed
their action and believed the enemy intention was new
invasion to Somalia and revenge 1977 Ogaden war. In
addition, such wrong action that committed deliberately by
TFG led to create strong Islamic radicals in the country. At
present most of Southern Somalia under control of Alshabab
and their foreign fighters.
Sherif’s
Administration
TFG made the situation in Southern Somalia more difficult
than it was. Currently the situation in Southern Somalia is
very difficult and deteriorating, in particular Mogadishu
whereby hundred of thousands of civilians forced to flee
from the city due to indiscrimination of shelling of heavy
weapons from both sides, TFG and AMISOM in one side and
Alshabab insurgents with their foreign fighters in other
side. None of these groups have mercy on the civilians.
At
present most of Somali people, wherever they are, have fed
up, hatred and against the wrong interpretation of Islamic
shariah from the Alshabab gangs with their alliance of
terrorist foreign fighters, those are fugitives from their
countries and got save haven in Somalia. The TFG not only
militarily failed but it is miserable also neglected
reconciliation process entire the country and focuses to
collect money and uses this money to divide other groups,
like ASWJ/JRM, those are fighting against the extremist in
central and southern Somalia. Instead the weak government
helped and facilitate the above cited groups but
unfortunately they exerted its effort to disperse and create
among these groups a few numbers those are loyal to the TFG,
which is not support real reconciliation process for Somalia
rather than it helps the terrorist and extremist to remain
in Somalia and expand their power to neighboring countries.
Furthermore, the key actors of the weak government wish to
form strong central government
in
the country but instead of to follow the charter of the TFG
which is decentralized system in Somalia, which is all
Somalis agreed/singed on in Embakathy accord. The TFG
instead of looking cooperation with all the Somali groups,
but they preferred to go in wrong direction and apparently
and deliberately hamper the implementation of real
reconciliation process.
The role of AMISOM
·
As a matter of
fact AMISOM is the only military forces which are the TFG
depend on for restoring peace and security of the government
officials in Mogadishu. Without AMISOM means the weak
government of TFG can't be existed anymore and all resources
would be closed by the Islamist as no one can be safe there.

AMISOM also
keep on guard important areas of Mogadishu that are useful
both for the civilians and government as well, such as the
main port, airport and presidential palace along the main
road of Mogadishu, Maka Al mukarama. These areas are where
you can see government staffs etc.

AMISOM
always violated human rights whenever the Islamists
attempted to attack, they, AMISOM, without given any
attention and indiscriminately shelling with heavy
artillery guns, the residential areas whereby countless
number of civilians received huge damage of killing and
destroying their properties, particularly the main market,
Bakara.
Suggestion
1.
TFG should urgently appoint committees for each
constituency of the country, the main objectives of these
committees are for community mobilization towards real
reconciliation. Each committee is composed member of Somali
parliament, elders, Islamic scholars and intellectuals
including local patriotic movements, such as JRM/ASWJ. These
committees will be sending to their constituencies.
2.
The international community should put pressure on
TFG to accept and play vital role for defeating, weaken and
cleaning up the so-called radical Islamists (Al-shabab) in
order to restore peace and security entire the country.
3.
We strongly requested to international community to
facilitate re-building Somali national army-selecting from
all the regions regardless their clans and areas. Giving
fully attention that most of soldiers sell their weapons to
the Islamic groups due to lack of getting proper monthly
salary as soldiers known “Copy” did at the time of Abdullahi
Yusuf, these soldiers were trained in Ethiopia and estimated
17,000. Hence I do afraid same attitude will follow the
soldiers those are under training in camps in Kenya,
Djibouti, Uganda and Ethiopia.
4.
We extremely urge to the international community to
support, encourage and facilitate inter-regional
reconciliation and finally this will lead to building
democratically elected regional administration body and
accountability team through grass root, particularly the
capital and Southern regions of Somalia.
5.
The international community again requested from to
put pressure on TFG to activate the pre-mature national
constitution committee which was appointed by former
president for preparation of future constitution for Somalia
and federal system and this committee have to present in
front of the Somali parliament what they have done so far
before the tenure of the parliament ended.
In this regard, we do not
believe that terrorism can be eradicated and halt solely or
even effectively through military force. Rather we call upon
all our Somali people, including traditional elders,
politicians, Islamic scholars, women associations, youth etc
to mobilize and address the whole nation through non-violent
means, in a way that promotes peace and harmony among them
and in order to rid of the ugliness of terrorism in the
country.
